It didn't help that the newspaper ran a front page story about increasing apartment rents in our county and our little town was the lowest in the county and we were bringing the average way down.

Back when this place was rented before, it was primarily the paper and pencil days and when Craig's list and the local newspaper were the means of advertising.

Some loan programs can require a ad in a newspaper, but you're probably not going to have that type of low-mod housing.

I also went through the newspaper obituary section and located the addresses of people who had passed away, I targeted addresses that were fully paid off, and ones that were not.  

if you get the run around, call your local newspaper to get a story in the paper about the police doing damage and city hall not willing to be accountable...just my opinion !

Understand, the article is from a Chicago newspaper, which is obviously not California. 

Without a proper address, the notice would have been by posting the property and newspaper publication.
