@Nick Brubaker Just so you know, we do have flexibility also, like for a flagpole job we installed, there are only a handful of company that services that county, the one I chose does not qualify for bonding, and has a substandard WC/GL coverage (only 500k single occurrence and 1M aggregate) on both, I require twice that most of the time (95%), but I need to get the job done on a timely fashion and on the right price.

I agree on the doubt of getting a variance on this, your best bet would be to connect them in some fashion so it can be converted or be looked upon as a single family.
