I just heard to look up classifieds in newspapers and call the ads that have apartments for rent to see if the owners would like to buy more properties or sell them.

Unfortunately, it happens all the time in real estate (ex. multifamily investors advertising only in Korean newspapers [New York] or hiring Spanish-only speaking staff who can only communicate with Spanish speaking prospective tenants).

I also went through the newspaper obituary section and located the addresses of people who had passed away, I targeted addresses that were fully paid off, and ones that were not.

if you get the run around, call your local newspaper to get a story in the paper about the police doing damage and city hall not willing to be accountable...just my opinion !
