I can't find any email acknowledging the actual amount of the payment...

@Joe SplitrockSadly for me, the fact that you're obviously right has to be acknowledged.

Time to give yourself a break, acknowledge that the lady is older and needs help (like our mom or grandma would), and now is time to be tactful, understanding, ethical and put things in motion to get yourself out of this one. 

This way you have acknowledged her problem and have placed the blame on the neighbor without offering to get involved.

I would also acknowledge @Yonah Weiss as he is an expert on this front and chimes bonus depreciation threads here on BP. 

The form he signed was basically an acknowledgement that he was aware I was entering into the HELOC loan agreement.However, there was never any issue between us that he would sign that form.  

@Sara Shinn  My approach is to acknowledge their concern, but explain that they agreed to the condition of the unit when we did the walk through inspection. 

The east side suburbs you mentioned are pretty good if you are knowledgeable of the area, but the west side, where you acknowledged a "lack of knowledge" is actually one of the best places to invest.
