If this was the closing attorney's fault (doesn't sound like it), then the title insurer would advise the closing attorney to put his/her E&O carrier on notice and ultimately if there was liability it would likely fall on E&O.That's the most common scenario.

@Jesse Kerr  The insurance carriers do not use market value in their premium formula but sq/ft as the basis to their premium.

Then someone a family member or friend is keeping the home up.I would also go to code enforcement to see if they have any jurisdiction.Speak with the local postal carrier or post office and see who gets his mail.

My insurance rates FOR THE NEXT 7 YEARS would increase to the point it would have been cheaper to pay out of pocket.A mold/water claim can get your policy canceled and you can find it very hard / expensive to find a new carrier
