A decline of less than 3K people in a metro area of 9.5 million is a tiny fraction of one percent.  

The bank is going to get a BPO done and take X% of market value.  100% EM isn't going to change anything if you're offering a fraction of market value, they'll just as happily foreclose and sell it as a REO letter.

But what to do in a market where you want to grow a portfolio, but rents in are only a fraction of what is needed to even cover the cost of a property, and cashflow is a distant fantasy?
