Know values of houses in every block of the area you're looking at. 

South Richmond can be very block by block so unless you are familiar with the area or have boots on the ground I recommend looking elsewhere, as others have mentioned.

It's very neighborhood specific and even block specific. 

A huge factor in your decision should be location, Philly is considered to be very block by block.

What matters is that it can hold a 10 x 5 x 5 size router, does not block radio waves and does not interfere with the wifi.

It reminds me so much of the Eastern Block under the Soviet Union where you couldn't control your own private property and everyone operated in fear, knowing their neighbors could report the slightest violation and destroy their life.

The quality of rental and housing jumps drastically from block-to-block and neighborhood by neighborhood. 

Every city it seems has a huge change in values block by block and the cheap houses are cheap for a reason.
