You see why I'm excited about this new legislation?

No "grid lock" is how Congress passes a 2,000+ page piece of legislation in a couple days without reading it.

Our attorney is considered to be one of the top crowdfunding attorney's in the nation, representing dozens of platforms and having a hand in drafting crowdfunding legislation for States such as Texas.

Is this due to something or some new legislation I'm not aware of?  

Not surprisingly, VA comes in with the least amount of legislation on this.  

In Ontario, you have one of the most pro-tenant agencies in the country ... as @Luc Boiron pointed out, you cannot even compel a tenant to leave at the end of a term lease.Here in NB, long-term tenant has a specific meaning in the legislation: a tenancy which has lasted 5yrs or longer.  

The Dodd / Frank legislation made it a law.

Hence, I believe it’s better to be safe than sorry and agree with being licensed if you fall under such jurisdiction.So, with all that being said and done, what do you guys think of the matter if such legislation were to pertain to Indiana, or any other states?

I have a personal distaste for it also, but I recognize the right of people to do what they want (and take the risks they want), as long as they're not infringing on the rights of others.I hearing people say that the government should ban something just because people find it morally distasteful -- unfortunately, that's how bigotry gets legislated in this country (see all the recent gay marriage discussion).
