The feedback from architects/permit specialists that I have received and even off the record from a couple of city inspectors is that the city rarely imposes the threatened non-compliance fees on someone trying to comply.

I'm not sure about the time constraints of being an architect but you want to be sure you have the flexibility to answer the phone if/when needed2 - It all depends on your investment strategy but you will want to build a solid team around you that can deflect some of the noise that comes with being a RE investor. 

To make a long story short, I am an architect that has been doing work for a flipper in LA.
