They removed their recycling fee, but replaced it with a much steeper garbage fee(which was really a tax hike as taxes once included garbage but no longer do.)

Since your goal is cash flow I'd be looking for a duplex, triplex or 4plex.Whether it's conventional financing or seller financed I'd be looking for a value add deal.Then you can use the remainder of your cash after the down payment for rehab to force appreciation.Essentially utilizing the BRRRR strategy so you can recycle your capital over and over again.
