We just do not see eye to eye on what was damaged because they did not talk to any witnesses or the people that actually did the clean up.

You can ask anything you like.The Philly sale is as large a sale as you'll ever witness; held in a conference room.There are also Philly tax sales, which are quite similar, but carry different rules/laws on properties.  

Now mind it, they are looking to buy in (still) expensive areas where the property won't cash flow.Anybody else is witnessing similar trends?

In most cases, neither the first hearing in JP court or a County Court appeal hearing require a live witness from the the out of state investor/owner.

I have several buyers whom I have a separate consulting contract signed and witnessed which make my buyer oblige to pay me the agreed sum at closing.

Also look at the threads of owners BEOTCHING about thier PM s  its rampant and while its important to the owner 75% of the time the owner investor has no clue as to reality of being a landlord and unfairly attacks the managers.I have personally witnessed though PM's try to step into C class and totally botch it and create havoc for thier owners..it takes a special management style as i suggested.
