But I was also sent a document stating that a county housing assistance program was guaranteeing the tenants security deposit (which was accepted by the current landlord) but not for the full lease term because the tenant is no longer receiving assistance and that the guarantee would only be until 2/2025. 

Sounds like a DSCR loan which means there are at least 100 lender options.Seller might have a problem if there’s evidence they had a previous survey that reflected the encroachment.  

I believe single family homes will appreciate the best, and when you are young you are ok with doing rent by the room to friends or family to assist with the costs.
