However, my point is that the Micron effect has already begun, contractors, architects, environmental etc have started descending on the area, and need land/warehousing/temp housing, especially since Micron has shrunk it's timeline for the first 2 fabs to four years, to open in 2029, due to Intel and Taiwan getting more aggressive.

Often in smaller deals one needs to be able to determine approximate costs, likely issues, and determine and approximate value quickly while larger projects can be taken more slowly.There is an element of creativity as well.
