I renovated the house to have energy efficient windows, doors, and energy source (solar panels).

Even panelized construction, modular, etc you can't change the industry.

If nothing else, they may be able to at least answer the question of what to do regarding panel access for your upper unit.

Anyways, in 2017, I purchased a multifamily using FHA that needed lots of work (over 40K total, some of it repairs/maintenance and other things deferred issues like updating the electrical panels and putting in egress windows).
