The strange thing is the listing says no interior access is allowed.

Like replacing remodeling a restaurant you purchase with new interior, grills, fryers and coolers... you are investing in the long term of your business.  

What is a good starting place for an estimate to completely overhaul the interior of each 900 sq ft 3br/1ba unit as current tenants move out? 

We wanted to give the tenant some more time since they recently lost their job, but I don't understand why the tenant is dodging the PMC's request to take photos of the interior.

It showed that maintenance/cap ex is higher than all the calculators default percentage would reflect and higher than I would have expected.  2/2 Condos with just interior is ~$300/month.
