Yes, debt is a problem for many students, and I'm really of two minds on this, actually about 4 or 5 minds but I dont' want to get too far afield on my rant.IMO, EVERY American who wants a college, or (legitimate) trade school degree should be able to get a government GUARANTEED loan.

Say you earn $10,000 from your work... you would pay $2500 to the government and receive $10,000 from the government for an effective income of $17,500.

I don't think I can go to Mexico illegally and organize a protest against their government without going to jail.
