unfortunately there's probably not a lot that you legally can do here - hence the name Bandit...Maybe instead of declaring war, you could try to strike a deal with your competitor. 2 heads are better than 1, and there's always a synergy if the parties are willing to play.

To do so, I only need to declare that I am at least a 10% owner of my rental property and that I actively participate in the operation and management of the rental.  

I fully agree the tenant is in a borderline area, but it can be excusable neglect.Asking this guy to be on the lease acts like a forced declaration of a relationship she may not want.

I think a case is ripe for declaring such a statute federally unconstitutional in my professional opinion.

That guy's in prison now for tax evasion for income for the years he made the dough off those victims and didn't declare the income.

I would make sure you really want another lease as you may want to feel out the people for a while and then start to muscle the 1 or 2 that don't pay timely and try to leave those other tennants alone, if possible.
