unfortunately there's probably not a lot that you legally can do here - hence the name Bandit...Maybe instead of declaring war, you could try to strike a deal with your competitor. 2 heads are better than 1, and there's always a synergy if the parties are willing to play.

I would make sure you really want another lease as you may want to feel out the people for a while and then start to muscle the 1 or 2 that don't pay timely and try to leave those other tennants alone, if possible.
