If you use a screening service to give you information that you used in forming your decision, then that screening service will usually require that you provide a written rejection to the applicant - and they will usually have a form letter for this that you can copy and send.If you only get credit reports from that screening service, then your letter will basically identify which of the credit bureaus was the source of the information, and it will have to identify a means for the applicant to contact that credit bureau (to dispute or get copy of the report).If that screening service provides other info, such as eviction history or criminal background info or lawsuit history, and you reject for one of these non-credit issues, your screening service will probably require you to send a written rejection as well and identify where the info originated.If I'm not mistaken, this stuff all comes from federal Fair Credit Reporting Act.

We lived in Portland, OR, for a time, and I was always confused by their foreclosure system as well, but I'm sure there are systems in place that would not allow the owner to walk away from a $200K loan then buy the place back for the $30K it went for at auction (in this scenario), but maybe I'm mistaken.
