Honestly I would recommend reaching out to an accountant or bookkeeper on BP that is actually engaged in the day-to-day operations of REI businesses and see what they think.

We can make $15-$20k for like 30 to 40 hours of effort (quotes, book keeping, managing the contractors, etc). 

Secondly, I would think a good bookkeeper or someone authorized to cut checks after work gets cleared by the project manager.

Bookkeeper and Accountant are two very different roles! 

You don't have to hire an accountant, you can do the bookkeeping yourself.
