If you have a longer time horizon for your investment, definitely opt for the best location you can get into in the price point. 

But maybe you should strategize about lining long-term financing for those properties where you have to cash-out your investors in a 5 month horizon if this brings your operating accounts to a very low balance leaving inadequate reserves for these properties.

They are both duplex's in Indianapolis.Now, another deal just emerged on the horizon, and I was wondering if anyone had any thoughts on it since I am not familiar with the Cleveland / Garfield Heights area.

You're looking at multi decade investing horizons where the things that matter are local & regional economies, median household incomes, school districts, crime statistics, the competency & business friendliness of local & state governments, etc.

It's not part of my investing strategy right now, but international investing will definitely be on the horizon.

A person needing income can be entirely different from someone with a long time horizon and a high income job.

The changes in underwriting criteria has made it much more difficult to buy a house and the people who buy a house to live in are lower in number, but can actually afford the homes that they buy.While it might be true that we are near a top and might have a correction on the horizon, it's unrealistic to say the correction will resemble anything close to a collapse.  

You can equate your goals to the horizon.
