Now, something to consider:  if you can gain control of this property and then re-purchase the units owned by third parties you could turn this into a grand slam because you would be able to make the property whole again and all of these problems go away.

Many people prefer the security of a one-year lease in SF, particularly for rent control and eviction protection.

@Dave Foster, you've nailed my issue precisely. 

I would highly recommend getting an IRA with checkbook control after my experience, I wish that is what I did! 

Collateralizing the loan isn't a risk control.
