The money you pay goes to attorneys and supports lobbying.

I suspect one issue is that mom and pop land lording is so fractured and there is no lobby or association for them.

Louisville, KY, home of the Kentucky Derby, is just across the river, a medium sized city, lots of sports, lots of theater, lots of things to do!

They will have a fund for lobbying and legal challenges.

Industries such as movie theaters and gyms rely on customers to attend their place of business in person.
