Does anyone have any strategies on how to a position a partnership with a private lender in order to start to obtain a Rental portfolio (with no out of pocket capital)

This is investing privately as a lender to a local investor or being LP on an investment such as a syndication.

I am also a lender, with Chase Bank, but want to expand my knowledge on hard money and private financing options.

Many large private lenders will work with smaller lenders as correspondents.

As noted, if your options are Reg D, private offering vs fully registered public offering, even if you are talking Pink Sheet (OTC) stocks, you have public filing costs, annual audit requirements, and likely more on-going expenses that have to be covered by the property(s) owned by the offering.
