I don't think there is harm on sharing the actual agreement with them, as long as there is not anything in there that contradicts the HOA bylaws.

I will defer to @Rick Harmon as to whether this is a legitimate route to take but I would definitely NOT blindly trust the seller when they say title is clear and there are no liens.
