As a volunteer for the Red Cross, I assisted many who would not be in any position to approach me on any business transaction, the same thing with a local Victims Shelter, A Homeless Shelter, Habitat for Humanity and the list goes on....Being in the community without wearing your professional expectations on your sleve puts you in the public eye.

This really depends on you if you are Habitat for Humanity your net is 0%You need to determine what amount of profit you need and this is usually determined by the amount of work involved in the rehab.The more extensive the rehab the higher the percentage of profit per sq ft.I may only need to make 10% due to cost of living where I'm at and you need to take 20% of the FMV as profit.Also the holding costs and all the other factors need to be accounted for including the Comps.

Here's what I've tried:Contacted the neighbors to see if they want itContacted all the local churches to see if a parishoner wants itContacted Habitat for HumanityContacted the City to see if they just want it back (before tax foreclosure hits)Contacted the Land Bank (charitable orginazation in the area that helps reduce blight in the City)None of them have interest in it because it's not in any of their revitalization zones.

They may pay better than any of your other tenants, if you don't know what the deal is, it won't hurt to investigate it, there might be other benefits as well, like maintenance assistance (similar to Habitat for Humanity requirements for participation by homeowners).

I say all this as a disclaimer that I may not be the most reasonable person to ask about sourcing contractors.Referrals are good, but I've got a 50% failure rate with referred contractors, so maybe my friends aren't as picky as I am.I have found amazing people through my work with Habitat for Humanity and the Fuller Center for Housing.
