He didn't seem super confident in the area when asked these questions and he himself doesn't live there.

I moved from the SF Bay Area to live and invest in Reno, NV because of it being much more landlord friendly, low property taxes, close to Northern CA and Lake Tahoe, strong appreciation, and I understood the market after speaking to a bunch of people and feeling confident about the future here.  

If an issue is professionally fixed where the buyer feels confident it was addressed COMPLETELY and CORRECTLY, then I think you don't need to worry so much about resale value.

If you're confident in your UW and the numbers do make sense, I would recommend a seller carry deal.
