The bill states a time frame for it being imposed, that is a measure called Public COnsumption, which is a political move on when you know the public could oppose something in it's entirety, make it appear in smaller portion, or lessor effect, to get it into law and then down the road simply expand upon it. 

I have not read the Act in its entirety, so could you refer me to the code section that covers home improvement that is not new home construction.

The 180 day period is the date the exchange must be completed in entirety.  

NoIt's the tenants money and hopefully will be returned in its entirety at the end of the lease.
