Atlanta neighborhood classification question

I believe for a neighborhood to change for the better, it takes new blood, people that come from the outside and who are going to be houseproud and who want to protect this new investment and who are looking at it with new eyes.I really believe that Pittsburgh has a ton of potential, because of location (2 miles south of Downtown, right on 75/85 and 20, right next to the Beltline, but that it will only be able to get better with major change, like the Beltline and property values going up, because people move in and speak up.
