Generally in the case of the tenants trying to use the security deposit as rent the threat of eviction is enough to get them to pay up unless they're using their rent money as the deposit on the new place.

Sometimes the threat of a lawsuit is enough to motivate someone.Too, if the building is less then 10 years old you may have a construction defect claim, wither the builder or their carrier might be willing to throw some money at helping resolve this rather then getting dragged into court or the builder might be able to do a fix at less then the quoted 20k.

@Edward Briley Good points.Regarding the mother's involvement, I would certainly let the daughter out of the lease to avoid conflict and anxiety, but don't think her litigious threats will go very far.
