I would start with riding the utility company to get someone sooner....My advice.... take it up with your landlord in a nice and professional manner....don't start throwing out a bunch of legal threats and plans to "with hold rent"...be cool but firm about it.

Given that neither are motivated by guilt or threat of no desert, look for motivating factors that escalate compliance.
