Ron S,  I am RE broker, with experience in short sales, familiar with Los Angeles rent control, reap, code violations, I am a Licensed General Contractor,  I can bring an offer to any asset manager, but I have no experience with REO, If i get a listing today, i would not know what is the process.

For instance, changes to tenant laws, enactment of rent control, continual increase of property taxes, etc. could all throw the math out of whack.

For me...I live in SoCal but started investing in the Southeast because it's where I'm from and know the lay of the land and for the lower price point and the fact that these are municipals that are more landlord friendly (No rent control for one thing)2.

Another thing you might consider learning how to become a raiser of funds and forming a Partnership where you maintain control? 

The whole service dog/animal thing is getting out of control and I think they (political officials who make the laws) need to crack down on it some...but that discussion is for another day.
