If you are in a Multi-Family building, it is reasonable to require the animals to be in a carrier, or held when in confined spaces such as elevators and stairwells, unless that restricts the animals specific assistive tasks.

Another option would be to blast it but that would have cost more and added more of a delay.My tank had to be raised and we had to bring the elevation up just to get over some of the ledgerock.
