I cant understand the a/c still working after flooding unless they were elevated? 

If you are in a Multi-Family building, it is reasonable to require the animals to be in a carrier, or held when in confined spaces such as elevators and stairwells, unless that restricts the animals specific assistive tasks.

Rental income was obtained from the current owner as well as the current flood insurance amount as I was not able to get anything close to an actual quote without an elevation certificate for each building.  

Also have you phone skills and elevator pitch done before you spend any money on marketing / advertising. 

That happens even more frequently with housing at elevated prices now.
