I have a property in a small Texas town and the city foo foos are very active in wanting to police their city. 

It probably has a lot to do with the strong police presence there.

I ask the tenant to file a police report so that at least that would put some onus on them to be honest and they did.

I was a little frustrated that our caretaker (who lives right down the road) didn't call me and tell me while it was happening because I would have called the police and had them all thrown out.

We have also contacted the police department  in regards to the situation.

In our area, you need to go to the planning department and then they push it down to all the other departments (fire, police, post office, etc).
