For those that don't know Arizona is one of the few states that have legislation in place prohibiting cities from banning and regulating STR's, however, based on the above we can see that this is under attack and will most likely be overturned at some point. 

Most guests want to be near the action and likely wouldn't be willing to drive the 30 minutes necessary to get out of the Nashville metro to an outlying area.Even so, there are some interesting possibilities outside the metro that could be destinations in and of themselves, especially for outdoor types who would be combining a hunting/fishing trip with some time in the city.If Nashville does successfully ban STR, that would likely drive more demand to the outlying areas.

My HOA has a proxy form where other people can assign you there vote if people would sign that over to you to give you more voting power.The County Real Property records (should be online) would allow you to look up each owners address in case it is different.You may not have a list of the neighborhood, but you can get all the addresses and send out letters to occupant hoping that it is the owner in most cases and make and argument that if they ban STR's it will cause mass selling and a drop in property values and any other argument you can think of.Could you make this a long term rental as a backup plan?

Austin does have issues that city needs to stop banning plastic bags and start widening roads.
