This started out as a question asking advice for how to best phrase this conversation...but there is no good way to tell someone that they need to find a new place to live.

Joseph, You need to be careful how you phrase your comments.  1031 Exchanges are about proving intent, but not intent to hold for a period of time. 

I would phrase it major repairs instead of capital expenditures, unless it was a commercial property, but they should be able to figure out what you mean!
