In other words, a rental with paid utilities shoud rent for more than an identical rental where the tenant pays the utilities.

If flipping, take the cheap way out which still will get you identical/slightly better quality and appearance of about 95% of the other refinishers out there anyways.

They are pretty much identical but this house has a small addition on the back that enlarged the bathroom.

Then follow through, firmly but fairly with ALL tenants.You will have to judge your credit requirements partly on your current market if it is REALLY bad, but typically I require 3X rent for gross household income; some sign of stable, verifiable employment (or significant savings); no recent, or more than 3 MINOR credit derogs.
