Contractors:  When establishing new contracts with GCs, consider tying payment to getting the job completed on time - a carrot for getting work done on time and a stick for not meeting deadlines.Renewal:  This last suggestion is really important...Give yourself time to sharpen your saw - schedule it routinely no matter how little time you have.I hope this is helpful and wish you well.Kathleen Wilcox

This is not a material defect (assuming any previously existing water lines/hose bibs weren't left in an unsafe manner) and would be readily apparent on a routine walk around the hose (by your or your inspector).
