If you go the wood framing route you will have to rip the joists that sit on the concrete because garage floors are built with a slope (for water runoff).

It definitely took a toll, but most of the structure was good bones, I ripped out the carpet and refinished the hardwood floors.

You should be able to get someone to rip it out and tile it as a shower for $5k, or just pull out and re-set the tub for even less.
