I went through an innumerable amount of contractors, Sub-contractors, Handymen, etc, etc, etc and finally chose the right guy who is probably best defined as a Sub-Contractor BUT I am so thankful that I found him and at the end of the day he did a GREAT job!

I suggest working with a team that is transparent about their renovations, operates in numerous markets and the property management team is not 3rd party.

I found the rule you referenced here, although it's not clear if it's referring to mortgages or some other type of unsecured loan:http://www.dfs.ny.gov/banking/licensedlender.htmI can't say I'm familiar with the laws on lending in NY at all, but I do know that NY is heavy on regulations and many of the lenders I work with that are licensed in numerous states don't lend in NY for whatever reason.

Having bought and sold dozens of investment properties out of state- in numerous states- I believe a  balanced portfolio is the best way to go.
