He sold it 2 years ago (sorta peak market) but is entertaining an off market deal with the current owners.

Do NOT assume that properties on the MLS won't entertain these types of offers.

The jurisdiction I pay tax to spends the tax revenue to generate more visitors by marketing,improving and incentivizing entertainment districts, and other uses.

So it would be the sellers choice if they want to entertain a VA deal ??
