I highly recommend you purchase "Every Landlord's Legal Guide - California Edition" by NOLO.

Per page 127 on the 15th edition of the book states " The cost of expanding an existing business is a business operating expense, not a start up expense.

EDIT - On the permits, you will most likely need 2 permits, one for each rental listing.

Just make sure their products align with your investing strategy, and get a feel for their guidelines so you can edit your boy box with your realtor so you do not waste your time chasing down deals that no lender will touch.

I would not recommend editing items into or out of OTA listing photos, that is a prime way to give the guest a bad experience when they walk in the door.
