I get the purpose, I understand how it can help some newer folks earn extra side money, BUT I feel like there should be way more discussion on how to protect the lender, how much time it will take, what all is involved, nuances, hurdles etc and discuss those more. 

CAn some one shed me some lights on how foreigner can invest in Duabi, which firms that I can go through, who are reliable and keep my investment safe and able to get some decent returns, and what are the tax consequences for earning potential from outside the country?

Your first step is definitely learning about the markets you are interested in and figuring our what your desired end state / goal is that you are hoping to achieve through real estate.

There are other ways to legally raise capital, however, they have some inherent disadvantages making them considerably less desirable for what you’re trying to do.   

I get the desire to own outside of Chicago proper, but instead of going to another state altogether, why not invest in one of the burbs?

I desire to connect with individuals who have had experience investing in real estate while serving in the military on active duty.
