With that being said you definitely have the International Code Council requirements to classify it as a bedroom (you'll also want to add a closet) so you should be fine.

@Justin Brown Sounds like it was all the Mayor's idea as City Council purposed  a lower increase@David Ribardo, I am sure some of that cost will be passed onto to the tenants. 

The property had some issues with the city and there were several city council meetings during the contract period.

@Andrew Taylor there is nothing wrong with your idea, but you have to get buy-in from your city council.

Council only applies to short term stays.
