With that being said you definitely have the International Code Council requirements to classify it as a bedroom (you'll also want to add a closet) so you should be fine.

@Justin Brown Sounds like it was all the Mayor's idea as City Council purposed a lower increase@David Ribardo, I am sure some of that cost will be passed onto to the tenants.
