At today’s high interest rates most bank cd’s have a higher “cash on cash”/ “cash flow” return than rental properties.

I am looking at a place in the 3000 block of W 97th Street in Cleveland C-D area.

I picked up a Ron Le Grand CD off of E bay years ago.

In my experience CD has a set of problems of their own stemming from the tact that legal title remains in the name of the seller.

Hello Tatyana,I think that there is a lost art of Seller financing currently, I think that you can make the argument that seller financing is safer than buying a CD in a bank. 

Even a risk free CD is offering 4-5%.Regarding the steps, generally that's correct.

Detroit has more to offer though:)Overall, your approach should be strategic and you should be targeting a specific Property Class (A, B, C, D).If you apply Class A assumptions to a Class B or C purchase, your expectations won’t be met and it may be a financial disaster.So, when investing in areas they don’t really know, investors should research the different property Class submarkets.

If I'm in your shoes (which I was a few years ago) I would recommend attending at least 1-2 real estate meetups a month to start putting yourself out there and networking with other players in your market. 

Once you befriend one of these big players, ask who they use.
