Oh, BTW - where I go, we have sheriff sales indoors, not outside on the steps.Christopher's post is correct in that these are often homes that have been neglected while the owners had financial difficulties; repair bills can mount quickly.What Curt describes is not allowed where I bid at sheriff sale; if the bidder can't put up money to secure their interest, the property is re-sold before the conclusion of that day's sale.So, I think what we have is a bunch of varying rules and practices that are very localized - so one of the the most important things is to know what the local rules are for the foreclosure auction.
