It’s merely a discounting factor to account for operating expenses of a property.FHA self sufficiency rule applies to 3-4 unit properties only not 1-2 unit FHA properties.If you have a non occupant coborrower in a 3-4 unit your min down payment also goes from 3.5% to 25% down so basically you’re going to want all occupant borrowers to qualify on their own.

Sure, if you are a super experienced investor or work at a fund, you'll have a good idea of your WACC and will use that as your discount rate, but for us mere mortals picking a discount rate seems like a shot in the dark.
