For my tenant the foreclosing bank actually rented a 2 bedroom house to a registered child sex offender and his criminal unnamed 'friend' for $300 a month total and it included water, gas, electricity, sewer and trash!

I suppose you could help them out of the goodness of your heart but, you couldn't do it for compensation unless you were registered/licensed in many states (California is one of those states) and doing it without that paperwork could subject you to civil and criminal penalties if you ended up taking title to that property, or received compensation in exchange for helping them or made some promise like, you are there to help them.Maybe I'm misunderstanding your post but, if you don't understand what the general qualifications are for a loan mod, I'm confident you shouldn't be doing what you say you are doing, or trying to do.

Like somebody above said, some have to pay cash, and that's sometimes because banks won't touch 'em.We've self-managed and rented to folks with bad credit, but they had solid jobs, no evictions, no criminal record, and ... my wife liked them.But it's definitely a B-C area, with C-D nearby.

The other cause of inspections is through the Strategic Task Force which is sent out to "problem buildings" where there have been multiple instances of criminal activity.
