Considering the structure of most homes wasn't intended for the added mass of two or three (or more) layers of shingle, for a reasonable price, I'm personally a proponent of compete removal down to the roof deck, new ice/water barrier, and your new roofing material above that; this will by far get you the most longevity of the new material out of any of your options.

Renters dialed the thermostat down to 45 degrees (calling for cold) but cold would not happen.....sometimes the A/C coils inside the unit freeze up into a solid block of ice due to the humidity in the air.Running the unit with a dirty filter might (maybe could) lead to this, but sometimes it just happens.
