I think that another way to phrase the OP's question is this:"On low-cost property in areas that produce low rent (AKA "2% rule" properties) doesn't CapEx pretty much cost the same as in expensive areas and thus wipe out years of cash flow very quickly?"

I haven't ever requested this list in particular, but I would phrase the request as follows:Requester: [Your Info]Records Sought: Property address, billing name and address, and date of termination of all properties where water service was terminated, by reason of non-payment of charges, from 01/01/2018 through 12/31/2018.Preferred Response: Excel (.xls, .xlsx), Comma Separated Values (.csv), or MSSQL (.mdf) file via email.I'd bet that at least the property address and termination date won't be shielded by a privacy exemption.
