He can probably get a free caregiver through the county.If you're worried about him, you could contact social services or adult protective services.But, why don't you sit down with him and tell him you're worried about him, and wondered if he has help with his wheelchair.He might also qualify to get your building adapted for the wheelchair for free.

Look at the historical record of pricing and rents here ... it is a market that always looks expensive, and has for the last 40 years, if you just look at it through the rather narrow lense of cash flow on day 1, and yet ask anybody who has actual experience owning here for a significant amount of time and you usually get a vastly different perspective.To answer the OPs original question, though, I believe a skilled REI operator can make good money in any RE market in the USA and at any time if they know the market intimately and have the knowledge, skill, and flexibility to adapt their strategies as the cycle changes.
